The Housing Opportunities for Persons With AIDS (HOPWA) program, administered by the U.S. Department of Housing and Urban Development (HUD), offers critical support to individuals with HIV. One of its key components is the Short-Term Rent, Mortgage, and Utility (STRMU) Assistance Program, designed to prevent homelessness and promote housing stability.
What Is STRMU?
STRMU provides short-term financial assistance to eligible individuals and families who are at risk of losing their housing due to unforeseen circumstances such as job loss, a major medical event, a disability related event, or another major hardship. This assistance helps cover rent, mortgage payments, and basic utilities such as electricity, water, gas, and trash removal. The goal is to alleviate immediate financial burdens and allow recipients to regain housing stability.
Am I Eligible?
To qualify for STRMU assistance, applicants must meet the following requirements:
HIV Diagnosis: At least one household member must be diagnosed with HIV/AIDS.
Income Limits: Total household income must not exceed 80% of the Area Median Income (AMI) for the local jurisdiction, as defined by HUD.
Current Housing Situation: Applicants must currently reside in rental housing or own their home.
Financial Need: The household must demonstrate an approved temporary financial hardship that threatens their housing stability.
No Concurrent Assistance: Applicants cannot be receiving housing assistance from other federal, state, or local programs, such as Section 8 or USDA-financed Rural Rental Housing.
Legal Residency: Applicants must be U.S. citizens or have lawful immigrant status.
It's important to note that STRMU is intended as a short-term intervention, not a long-term housing solution. Assistance is provided based on available funding and program guidelines.
Types of Assistance Provided
STRMU assistance can cover:
Rent: Current rent payments, back rent, and late fees.
Mortgage: Mortgage payments, including arrears, taxes, insurance, and other escrowed fees.
Utilities: Basic utilities such as electricity, water, gas, and trash removal.
Limitations and Considerations
Assistance Duration: STRMU assistance is short-term and based on available funding.
Concurrent Assistance: Applicants cannot receive STRMU if they are already receiving housing assistance from another program or agency providing HOPWA.
Foreclosure and Homelessness: STRMU cannot assist individuals in foreclosure proceedings or those experiencing homelessness.
Income Verification: Applicants must provide accurate and up-to-date income information to determine eligibility (including, but not limited to, paystubs, bank statements, and money apps).
